About MCS

The company initially began as a modest developer of desktop systems and web design services since 2004, but quickly grew its presence in IT research and development by actively seeking innovation and progress in various aspects of administrative and financial transactions. This was crucial for achieving precise outcomes essential in corporate affairs.

The individual responsible for founding the company and driving its success is none other than Emmanuel "Jojo" N. de la Torre, who also serves as its Technical Director/Chief Technology Officer (CTO). Notably, he is the innovator and author of the e-Barangay Management System (e-BMS), an electronic system designed to administer and manage Barangay transactions such as barangay clearances. This system has been embraced by several municipalities.

In 2007, Jojo conceptualized and launched the business in response to the rising demand for web design services. The company was duly registered with the Department of Trade and Industry (DTI) under DTI Certificate No. 00225972 and TRN No. 1673932. As the company received offers from the government sector, MCS took the necessary steps to register with PHILGEPS, enabling participation in government bidding as mandated by the Procurement Act. Additionally, the company became a member of the Local Government Academy (LGA), the Local Governance Regional Resource Center (LGRRC) – DILG Reg. V, and affiliated with other government organizations in Region V.

Presently, MindConcept Solutions has expanded its focus to encompass advanced and real-time web development, database management systems, and other related IT solutions.
